On September 10, 2025, West Virginia Governor Patrick Morrisey announced the state’s first long-term Comprehensive Energy Policy Framework. The framework positions West Virginia as a leading energy producer while keeping electricity affordable, ensuring safe and reliable service, and providing local jobs.
The policy will enable the Governor’s “50 by 50” generation plan to increase West Virginia’s energy capacity from 15 gigawatts to 50 gigawatts by 2050. A transmission policy, energy security policy, and 25-year strategic development policy for each energy source in West Virginia will also be developed. Governor Morrisey emphasizes collaboration with the West Virginia Legislature, state agencies, federal partners, industry representatives, educational institutions, and the public as essential to developing and implementing the framework.
