U.S. Secretary of Energy Jennifer Granholm addressed the International Code Council’s (ICC) Annual Business Meeting in September 2021,to emphasize the importance of including all voices --including state, territory, city, and tribal --in the code development process. NASEO appreciates the Secretary’s enthusiastic support for state and territory participation in the code development process, and strongly encourages the ICC to reinstate the use of online voting for the State Energy Offices and other ICC Governmental Members to determine the final content of the building codes. The ICC’s newly instituted code development process relies on the use of two relatively small committees to determine the content of the final code, rather than the previous process which allowed any registered State, Territory, and District of Columbia Energy Office staff member with responsibility for the adoption, development or implementation of building codes to vote. While the new ICC process process allows a few State Energy Office staff to participate, the previous process allowed hundreds of qualified governmental members, including State Energy Office staff, to vote.
